Here is the thing, much of what is in the Biden website based plan is nebulous talking points for election, without much in the way of concrete actions that can make much of an immediate difference. However, one thing that he could do almost immediately is reach out to past directors of the CDC, FDA and other science based departments and help get an evaluation of those folks currently in those positions, and have a plan on how to hit the ground running at those agencies come January.

Beyond that, I have long maintained that the Defense Production Act is silly because while it is trivial to convert a Ford plant into a tank production line, you cannot just swap out some machines and suddenly you have a chemical manufacturing line with precision control, necessary levels of sterility in production, etc, etc......However, Biden has vowed to use it. Here is my suggestion on how they could utilize it. There are plenty of abandoned manufacturing facilities in this country that the Federal Government could purchase, "lease" to corporate partners and share the cost of up fitting and ramping production for critical chemistries, plastic vials, swabs, whatever the heck we need more of to massively proliferate cheap, rapid testing. While people fret over the fact that the rapid tests are not as sensitive as PCR testing, just deploy the damned things. Even if we screen out 50-60% of the most highly infected and cut way down on super spreader events we would move us so much closer to a fully functioning economy while we wait 2 years for a vaccine.

Either way, a strategy opposite of the Trump/Pence "stop testing so the numbers go down" strategy would be a welcome relief.

does he need trump's permission to go on tv if he wins and says, look, i cannot start my plan until i am in office, but here it is, step by step. tell the people what he will do, other than say wear masks, social distance, lets test more with cheaper tests, hell, thats my plan as well.

since i cannot open the plan, are you saying most, if not all of it is campaign rhetoric, basically saying what trump is doing is not working with no concrete ideas at all?

You may have missed that in the debates as Trump shouted over him.

i dont think trump shouted very long, so if he gave his plan it was a short one.

Correct for about 75% of it, but that is what about 75% of all campaign plans are, so I am not shocked. I am still waiting for to see the government cash that first "Wall Building Check" from Mexico....

I thought this was the best of the "multi-point plan" that actually had some substance to it"

Why? If we've used that standard all along and the number of new cases doubles in a month (as they have), that is a valid comparison and useful information. If we change the threshold then there is no way to know how much things are actually changing.

That's flawed thinking. So because we set this up with bad logic(didn't know any better at the time) lets keep using it? That's asinine.

I suppose he could do that assuming he wins the election. But I’m not sure why he would do it. What would be the benefit of this press conference?

well, since almost everyone here rails on about trump having no plan, maybe we would like to know his, what would the harm be, off course if it is nothing more than wear masks and social distance i can see why he would not. if you have one, tell it.
