Traditional Manufacturing jobs are not coming back to the U.S. en masse - and even if we force companies to come back they’ll rely on robotics as much as realistically possible before they rely on an untrained and expensive US workforce. What we should be focusing on is training up the workforce for future manufacturing. Like robotics, renewables, semiconductors, biomanufacturing, etc. and offering significant subsidies so that it makes sense competitively for future tech to be built stateside.

1. Yes, it does, which is probably why we should try to address these issues before starting a trade war. What most countries do is place selective tariffs on strategic industries, not blanket tariffs on everything and everyone. While it's true that we're the biggest customer for most things, the customer nevertheless may not have all the power when the seller(s) is/are the only provider(s) of something the customer needs. That appears to be missing from the analyses of those who believe that because we import so much more than we export that we hold all the cards. We're pretty dependent on China for basic pharmaceuticals, the cheap stuff (think antibiotics, analgesics, antihypertensives, hypoglycemics, etc.) that's used widely and save far more lives than say the expensive chemotherapy agents. We import most of those from China or India, and India in turn is highly dependent on China for drug precursors so China basically controls all of it.
