It does seem they are struggling to come up with a narrative on this one. They mostly seem to be hoping that their people ignore it. Given the noticeable absences from the thread, it is at least partially working.
My point is that their actions are not necessarily nefarious behavior to avoid public scrutiny. I think it's more likely just laziness/incompetence and the belief that the rules of national security don't apply to them because they (unfortunately correctly) think no one will hold them accountable if caught.
