Why else would you go outside of secured government devices for this and use some goofy private chat service? To circumvent any FOIA requests. Same reason Hillary did all her fundraising activity on a private server.
Very likely could just be that secure communications are more inconvenient. Why spend the time to go to a SCIF when you can just coordinate on your cell phone from wherever you're at?
