Fact check time. Those tariffs only kick in if and when Canada hits certain quantities of US imported goods. For most of the goods, Canada doesn't even hit 50% of said quantity on an annual basis. So they had small tariffs with countries that aren't the US. They are in a free trade area with the US.
This is just silly. Did Biden impose a single NEW tariff on Canada outside of what was already agreed under new NAFTA/USMCA? He did slap some extra tariffs on China, for example. 100% tariffs on Chinese EV’s to keep them out of U.S. market. But don’t think that was the case with Canada. Canada is not a threat, they are an ally, so getting into trade spats with them at all is stupid. Most of that is basically the status quo from NAFTA, protections for some ag interests on both sides of the border, which ironically Trump “renegotiated” in 2020 when he threatened to blow up NAFTA then basically signed NAFTA 2.0. You posted the summary. Not when the tariffs were negotiated. Which was under Trump. Still, the point remains. Canada isn't paying the outrageous tariffs because they aren't even hitting 50% of the import level before these tariffs would kick in.
Just focusing on dairy products. The 200% plus tariffs only apply to exports to Canada above a certain level. That level has never been reached and it was under the terms of the agreement negotiated by Trump in 2018 that Canada was allowed to impose those tariffs and by the way that agreement called the USMCA was lauded by Trump using language to the effect that it was the greatest trade agreement ever. That's just one sector--agriculture. And it's kind of an important sector as far as, you know, survival. Obviously, they did not want to be dependent on U.S. agriculture. Canadian agriculture cannot compete on price with U.S. farms (obviously), but they still felt they needed their own agriculture, in case U.S. supplies got contaminated, bird flu, snowstorms, etc. Is Trump limiting his tariffs on Canada to just one (critical) sector? No, he's not.
