Okay, this tackle has nothing to do with the head and neck area of the recipient, and this ridiculous rule or interpretation of the rules needs to be changed. This is still tackle football, and tackling incidentally with the crown of the helmet, or collision to a body part other than the head and neck area of the ball carrier should NOT be ruled a penalty...
