Everyone who works pays taxes directly to the federal government. And everyone else pays taxes indirectly to the federal government. The only way to not pay taxes would be to never work and never spend any money.
What the hell are you talking about. First everyone does not work and second everyone that works does NOT pay taxes on that money. Not sure what planet you came from but here on earth people work under the table and never pay taxes on the income they make. It happens a lot in the construction business. Not sure what you mean by pays indirectly to the federal government but that would not be income tax.
Have you not heard of payroll taxes? Everyone who works pays them. And everyone else indirectly pays taxes simply by engaging in economic activity. Taxes are passed on to the customer in the form of higher prices.

They are talking about income taxes when they say taxpayers most times. Not someone who buys a shirt and pays taxes on it. Also there are a lot of people that work for pay and do not report it or pay taxes on it. It is called working "under the table" I have known people who did that most of their life and do not qualify for social security because they didn't pay in enough years.

Musk understands how GDP works. If you decrease G in the equation, then GDP decreases. If you give the amount of G decreased back to the tax payer, then you have not shrunk GDP. G is still the same without all the drawbacks and inefficiencies involved with government. There is another side of this too. If every voter gets the spoils from reducing the size of government, then you are giving a huge check to the people who will vote for the next President, Congress, etc. That is a smart move to counteract all the people who will be mad about losing their government jobs.

The only way to reduce government spending enough to give people a significant refund would be to reduce benefits like SS and Medicare. So you'd be reducing a person's SS check every month to give them a one time refund. And any actual waste and fraud they eliminate (which won't be much), should go to deficit reduction, don't you think?
