To try to answer the OPs question:

I have no idea, but I see that there are two signing periods and it looks like Ingram did not take the early signing period. Or if he did, we haven't heard yet.

"For NCAA D1 men's basketball, there are two signing periods: Early signing period: November 13–20, 2024. Regular signing period: April 16–May 21, 2025."

 

I guess these days the money or NIL has to be agreed to prior to a kid signing.

 

Yes HS kids now holding out on NIL money before they go to college. Crazy times.
