RICO Cops - DWI scandal involving multiple agencies

    Cops are running a DWI scheme in New Mexico including at least 3 agencies, including the state police. The cops write DUIs and then refer them to a specific attorney who then makes the charges go away by working with the officers to not show up to court. The attorney then kicks back money and gifts to the cops.

    Clients would pay attorney retainer fees in cash, then $5,000 or more would be paid to the cop, and then the cop would not appear in court for the trial.

    The sergeant from the New Mexico State Police, the "DUI King" and face of the state police's DUI efforts, is the latest one to be busted. He had been named Officer of the Year twice by Mothers Against Drunk Driving and Officer of the Year by the NMSP. He's been on billboards and literature.

    The officers span 3 agencies, the Albuquerque Police Department, Bernalillo County Sheriff's Department, and the New Mexico State Police. One of the officers implicated is now in charge of training officers across the state on how to recognize drunk driving. Two of the officers implicated resigned instead of answering to Intrernal Affairs were hired by New Mexico's CYFD. When the local news asked them why they hired two former officers that were under federal investigation, the CYFD put them on paid leave.

    So far, the DA has dropped 230 cases involving the officers not including the NMSP's cases. This racketeering scheme has been ran for at least the last 15 years, with it possibly dating back to 2003.

    As of now, 11 of the involved officers have been added to the Giglio (Brady) list, 9 from the Albuquerque Police Department, 1 from the Bernalillo County Sheriff's Department, and 1 from the New Mexico State Police. This federal investigation is on going.

    'Justice cannot be bought': What we know about the DWI scandal


    U.S. Attorney Alex M.M. Uballez: The scope of their involvement is broad, as we have outlined. I think a lot of your work here has shown, if you look back at the court cases, there are prolific during the time period that they were involved, but the time period is the recent time period, of course, we allege just goes back and the plea shows that this went back to at least 2008, which means there are people who were before them who laid the groundwork and maybe may have been just as prolific.

    On Friday, Jan. 24, Mendez pleaded guilty in federal court to eight charges, including conspiracy. He is the first to plead guilty since the corruption scandal for nearly two decades came to light on Jan. 18, 2024, through Target 7 Investigations. According to Albuquerque Police Chief Harold Medina, the case possibly goes years further to 2003.

    As of Feb. 11, 2025, there are 14 former law enforcement officers connected to the case. APD had placed 12 former DWI officers on leave as part of its investigation. Ten of those officers have resigned, retired or been terminated.

    Uballez: Most federal crimes — Most of the ones that we secured convictions on in these agreements are five years. That's the normal federal statute limitation for U.S. felonies. The Rico reaches back. And so, you'll see the RICO charge that the Rico conspiracy charge is one that allows us to access conduct back to the beginning.

    Corrupt cops doing systemic corruption on this level need to be dipped in cooking batter and fed… alive… to hungry pigs.

    Somewhat related...

    Over 600 completely sober drivers have been arrested in Tennessee from 2017 to 2023. Many departments quit using roadside PBTs because "They don't indicate drug usage." A backlog of toxicology reports means that drivers don't have insurance/licenses until they can get their name's cleared. Some waiting 6 months for the tests to come back. One of the sober drivers reported $30k in legal and impound fees.

    Could this be happening in Tennessee as well?

    The Arizona/New Mexico area seems to be a hotbed for the worst kind of cops. It's weird.

    Well, there is only a single solution. Disband the entire police division. Also the fire department since it’s similar. Once disbanded and careers are destroyed, find anything in the dept files that can be cryptically posted as “wasteful”, even though you have no idea what you’re talking about. Save money! Now cut property taxes, but only for houses valued over $3M.
    (Obviously don’t do this because it’s a complete ignorance of the jobs, dept, and the impacts of eliminating them)

    Nice find @ValdostaGatorFan. Hard to imagine the same couple cops routinely not showing up for DUI cases went unnoticed for so long with the same lawyer getting a dismissal every time. Witnesses are usually subpoenaed and have to show up. One of the times I served as a juror, the prosecutors main witness didn’t show up, so the judge called us back into courtroom and said the case was dismissed and he was going to have the witness arrested…. So they seem to not take this stuff lightly… maybe cops get more leeway for some reason.
