China? The country that has not won a significant naval battle in over 400 years? The country who has not won a significant land war in over a century? The country who's ass we saved in WWII? The country who's economy we built in the 1990's and 2000's? Building a lot of ships does not make you a great military power. Having the biggest army does not make you a great military power, either. China's military is very untested and inexperienced. Hell, at one point, China had no faith in its massive supply of missiles, because technicians were taking the solid rocket fuel out of them and using them to cook hot pot!

China's military leadership is very much hamstrung by the power structure that communist governments almost always have. Each branch of the military does not trust the others, and different branches rarely want to work together. The job of a military leader is more political than military in nature, as they can be fired at the whim of the Chairman.
