An “inexperienced IRS agent” would presumably be a new grad with an accounting degree/CPA.

Wouldn’t a CIA agent mostly have more specialized skills? Lots of military with intelligence backgrounds that could go to any federal law enforcement. But CIA need people with foreign language skills and more political knowledge of the foreign actors and criminal groups. Basically state department gets foreign policy nerds. CIA gets less nerdy foreign policy people or ex military intel that need to pass physical fitness for federal law enforcement. It’s the specialized knowledge you’d worry about losing from the CIA, things you won’t get from some college new grad.

You are talking about seasoned, trained intelligence personnel.
They are not robots. This is not plug and play.
    Sheesh.

    FYI:
Federal workers shouldn’t sign OPM’s sham resignation agreement
If Congress enacted legislation authorizing the buyout it would be perfectly legal. This is not the case. I also heard an interview with an attorney specializing in federal employment law. His recommendation to federal employees essentially echoed the linked column from the Washington Post. He thought that Musk's proposal was of dubious legality and was essentially unenforceable. Additionally, absent of legislation the Administration couldn't unilaterally impose a reduction in force and summarily terminate federal employees. The Federal government isn't Space X, Tesla or Twitter/X and co-President Musk will find out when he ends up in a court.

The offer of delayed resignation was made to all federal workers last week. There were exclusions including 'national security". This offer has now been extended to CIA. However, in the fine print is that CIA has to determine which job categories to exclude from the offer. That has not yet been determined so this won't be available to everyone. Delayed resignation means they would be put on administrative leave sometime in the future (department of commerce picked 28 feb) and will continue getting paid until 30 Sept at which time they will no longer be employed by them.

Is there a plan to offer a buyout to Secret Service agents?

No but expect Trump to offer all libbies one tickets out of the country.
I’d raise taxes to pay for this.

    From your linked article:
Early last year, Congress approved my request to allow non-Defense agencies to offer buyouts of up to $25,000 a person. The Defense Department and a few other agencies already could offer buyouts under existing law. Because normal attrition will help us downsize in the future, we offered buyouts only until March 31, 1995, which was last Friday.
Since I apparently missed it could you provide a link citing the legislation authorizing Elon Musk's buyout proposal? Also if you bothered reading you own link you would be aware that the buyout under Clinton was targeted unlike Co-President Musk's across the board proposal. From President Clinton's statement:
The buyouts were not offered in a random fashion, however. We targeted them to reduce the layers of bureaucracy and micro-management that were tying Government in knots. We made sure that departments and agencies tied their buyout strategies to their overall plans to streamline their bureaucracies. As a result, almost 70 percent of our buyouts in the non-Defense agencies have gone to people at higher grade levels, such as managers.

Only those previously assigned to protect former officials with whom Trump dislikes such as John Bolton and Mike Pompeo. The irony with Pompeo is that unlike Bolton who said that wouldn't vote for either major candidate in the 2024 election Mike Pompeo actually endorsed Trump. Trump withdrew Secret Service protection from Pompeo because Pompeo committed the cardinal sin of conceding that Joe Biden was elected in a free and fair election.

Buyouts are typically offered in the form of an early out (ie, you dont need as many years of service to be eligible to retire and draw a pension). Therefore, the only population eligible would be older workers who, if they've been there for a while, tend to be higher grades. No conspiracy here
