You do know that, since the first year of the war, the U.S. has not sent any cash / money to Ukraine, don't you? Most likely, some of the weapons and weapons systems that we sent to Ukraine are taking a little longer to either ship them to Ukraine, or prepare them for shipment. If the rationale that it was necessary to shutdown USAID because there was waste in some of the programs administered by agency using the same rationale the entire US military would have to be shutdown because there is waste in the Department of Defense.
