special class of employee to avoid conflict rules but limited to 130 days but doesn't commit to obeying the time limits

Trump makes Musk, the world's richest man, a 'special government employee' | Reuters

WASHINGTON, Feb 3 (Reuters) - Elon Musk, who has moved swiftly to shrink the size of the U.S. government at President Donald Trump's behest, is now considered a "special government employee," the White House said on Monday.

The designation allows Musk, the world's richest man, to work for the federal government but potentially avoid disclosure rules about conflicts of interest and finances that apply to regular government employees.

Moreover, the order would also request for a legislative proposal abolishing the department to be developed. WSJ’s sources add that President Donald Trump’s advisers are still brainstorming the details of the order and the timing of its release.
    .............................................
Special government employees are appointed to their positions for no more than 130 days, but Trump has not said how long Musk's position will last.

Democratic Senator Puts Blanket Hold On Trump Nominees At State Department Over USAID Shutdown

Democratic Sen. Brian Schatz said on Monday he is putting a "blanket hold" on all of President Donald Trump's nominees for State Department positions over the intended shutdown of USAID, which is being spearheaded by Elon Musk. "Dismantling USAID is illegal and makes us less safe. USAID was created by federal law and is funded by Congress. Donald Trump and Elon Musk can't just wish it away with a stroke of a pen — they need to pass a law," Schatz said in a statement.

He added that "until and unless unless this brazenly authoritarian action is reversed and USAID is functional again," no nominees will be appointed to positions in the department. "This is self-inflicted chaos of epic proportions that will have dangerous consequences all around the world." The "blanket hold" means Democrats will not agree to hold quick votes for nominees before the full Senate, delaying confirmations across the board. Since the GOP has a majority in the Upper House, all candidates can be confirmed in a party-line vote, but it will take more time than intended to do so.

"We will use every power that we have at our disposal in the US Senate. My colleagues will do the same thing in the House. This is a constitutional crisis that we are in today," said Sen. Chris Murphy, elaborating on Schatz's decision.

"Let's not pull any punches about why this is happening. Elon Musk makes billions of dollars off of his business with China. And China is cheering at this action today. There is no question that the billionaire class trying to take over our government right now is doing it based on self interest."

    What a stupid designation.

When my husband was being investigated for his security clearances, they went back to his elementary teachers and the doctor that delivered him for information and confirmation. Apparently, now you just show up to secure sites and tell security, "It's OK, I'm with President Trusk (their couple's name.)

Well, they did. Old neighbors, too. Maybe they did things differently back in the '80's.

    Link to actual fraud found?

Everyone (except the fraudsters) is presumably in favor of rooting out fraud. So… where is it?

I think with foreign aid fraud is a given, probably moreso once it’s out of the U.S. hands but I don’t discount some insider dealing. I haven’t seen them actually find any fraud. Perhaps you could share? So far they lied about the condom thing and shut down a domestic religious group who sheltered immigrants. Both belong more in the “things right wing zealots can’t stand” category rather than fraud.

    Please point out this "fraud."

Or are you just saying things that are not true?

Are you calling me a liar? I've been living under security clearance rules and procedures for 42 years, and I don't make shit up. This dialogue is done.

Given the Congress appropriated the funds for USAID shouldn't it be the role of John Thune and Mike Johnson to demand an investigation of the agency rather than allowing the president to delegate the authority to do so to an unelected unconfirmed campaign contributor with huge conflicts of interest and no governmental experience (and that applies to every government agency that DOGE is investigating).

GAO report says from 2018-2022 the federal government annually lost $233 billion to $521 billion due to fraud (improper payments).
