At worst, Milley overstepped his communication with China through a back channeled message that deleveraged Trump. At best, he was authorized by Esper and it is blown out of proportion. if one is to infer the tone from the calls, IMO he should not have promised stability of the US military in lieu of an unstable political situation — to not engage in “kinetic” attack. A better approach may have been to ensure China communicated back mutual destruction.
