How will this work? People pay more for stuff, that's how it will work. He just came up with a stupid name for tariff collection that's all.

What a stupid name. The importer pays the tariff. How is this external revenue?

    Think tariffs. ;)

They should also put an entrance fee/price in crossing the southern border into the U.S.A. while they're at it. Make Mexico pay for that wall.

Actually, I think a great idea is to not allow people to apply for asylum at the border. People should have to apply at the us embassy in their country. Phil Gramm wrote about this today in the WSJ.

    1. He speaks about it like he can unilaterally create a new US Gov agency on his first day in office. Someone should probably tell him that’s up to Congress.
    2. Tariffs are paid by the importer meaning US customers will see higher prices do.
    3. We already have the Department of Commerce and International Trade Commission responsible for tariffs and duties with US Customs and Border Prot. collecting.

External revenue would imply profits outside of US jurisdiction. How does one collect taxes on non-situs revenue?

Wish he said he is going to impose massive payments for the US military patrolling the world, protecting physical and digital shipping lanes, etc.
