this is just tariffs? we've always had tariffs but now we need a new, additional govt agency to collect them?

Think tariffs. They should also put an entrance fee/price in crossing the southern border into the U.S.A. while they're at it. Make Mexico pay for that wall.
Actually, I think a great idea is to not allow people to apply for asylum at the border. People should have to apply at the us embassy in their country. Phil Gramm wrote about this today in the WSJ.

External revenue would imply profits outside of US jurisdiction. How does one collect taxes on non-situs revenue? Wish he said he is going to impose massive payments for the US military patrolling the world, protecting physical and digital shipping lanes, etc.
