From what I have read there are a couple issues: 1. This is has to do with Cannon's ruling that Smith is not a legally appointed Special Counsel in the Documents case and Smith was appealing that ruling. When Trump won, Smith dropped the appeal. So there is a question if he is still considered a Special Counsel and Trump has the right to appeal the ruling according to the 11th Circuit 2. The report is supposedly not finished yet. I think he told the Trump legal team that his deadline was next week when they were informed that he was planning on turning in a report.
