I know the offense has to allow defense substitutions if they substituted but do they have to wait for them to get into position? Running players on with two seconds on the play clock and forcing offense to take a timeout doesn’t seem right although good strategy
That matching substitutions rule is getting a bit clumsy. Waiting for a team to get completely set, instead of just on or off the field, should be enough.
