Joe Biden, a career politician that understands how FOIA laws work, is conducting official or semi-official business through channels that do not have to be turned over in a FOIA request because the government does not control the channel. He also knows that law dictates that all of his official correspondence has to be done through methods that can be preserved by the federal government record keeping across every communication network. So Biden was intentionally attempting to avoid scrutiny of his communications for some reason. I do not know if I would call that corrupt without more evidence that he was doing it for corrupt purposes, but it is definitely unethical and in violation of FIOA laws. And yes, members of the Trump Admin did the same thing during his time in office.
