Okay, you don't get the joke and you don't think it's funny but that doesn't make it racist. But to answer your question,no he's not all that scary as a person but some people find this policies scary. It's just a joke.
Not nearly as scary as the policies of the guy who proposed across the board tariffs, the deportation of every person in the US illegally without regard to the economic consequences or cost and last but not least the prosecution of his perceived political enemies.

A little off topic but I had a 12-year old kid in a suit with a red tie and maga hat trick or treat my house. Couldnt tell if it was an ironic costume or superhero worship until he grabbed one more piece of candy than he was instructed. Seems clear to me.
