Happened to me too! in my dinky town in a deeply red county. As it turns out the early voting space was small and the early voters were many. Only let in the number of voters as there were machines.

The Miami-Dade Police Department (MDPD) is investigating after a ballot box was discovered in the middle of a road in South Miami-Dade on Monday night (October 28).

Video footage submitted to Only In Dade (@onlyindade) shows a driver stopping at an intersection on 211th Street in Cutler Bay around 9 p.m. after seeing a Miami-Dade County ballot container in the middle of the roadway.

The clip shows the car's occupants examining a large blue box labeled with stickers that read "OFFICIAL ELECTIONS MATERIALS" and the number "RTN009854" in large letters — and carrying it into a police station.

 

Maybe the article was updated after you posted (or you failed to scroll to the bottom), but the article explains how it happened. Some idiot left the truck unlocked and these items fell out (makes you wonder if the truck dropped any others). Doesn’t sound nefarious in this case.

Fortunately some good Samaritan’s immediately turned over the ballots, they may have been lost forever or lit on fire if a crazed Trumper got their hands on them.

Based on how they were described as from early voting, these would have already been scanned/counted ballots being moved to permanent storage. Not sure what issue it would hypothetically cause if they indeed were already counted. Might come up in a data integrity or audit where the vote count would mismatch physical ballots on hand. Obviously poses a problem *if* any relevant election needed to go back to hand recount. But it’s all moot as these ballots were turned in.
