Private sector does a better job than the feds most of the time (UPS>>USPS, for example). Many insulin products can be stored unrefrigerated for a month or so.
I have personal experience with the incompetence of FEMA. After 25 years with Orange County I had taken damn near every FEMA class avaliable and had a stack of FEMA certifications. After one of the hurricanes a couple of years before I retired I was excused by my employers of Hurricane recovery duty because FEMA had lost all my certifications therefor I was not eligible for hurricane duty pay. Thankfully I am pretty good at taking tests and I was able to go online and get recertified before the next hurricane. LOL I am pretty good at cheating too. I was able to find answers to a couple of the FEMA exams by googling FEMA test answers.
If you love government control you probably like FEMA, the VA and the USPS. Private alternatives seem better to me because they are more efficient.
