It seemed there was a lot of traction for him getting in for a good year or so and then, nope! Denied. Probably best but, he was sooo good. Every kid my age just loved him. Probably all the more reason to keep him out. Consequences.
He was a great player who went off the rails with his gambling. I saw him at the mall in Vegas about five years ago selling autographed baseballs for $75. There were two people in the store. He won't ever get into the HOF. My favorite quote of his when he was chasing Ty Cobb's lifetime hit record went something like this, "I'm just like any other guy... with 4,000 hits."

His passion for the game was unmatched. I’ll never forget that head first slide going into 3rd base. How many times did they show that? Aside from his gambling issues, he was one of the greatest.

I thought Rose accepted the ban as part of the deal but I could be mistaken. If he did then you don't get to change the terms after the fact.
