You correctly assess that there is no value in actually using the weapons. The strategic consequences would far outweigh whatever short-lived tactical benefit thet might gain. The value is in deterring Ukraine (and the West) from doing something Russia doesn’t like by making them think Russia might use nuclear weapons. And I have to say, their threats (which are obviously empty to me) seem to work on a lot of people.
One option that a Hiter-esque monster like Putin might consider would be to kill (or exterminate) every Ukrainian--man, woman, and child--and repopulate the country with Russians. Putin is not especially interested in having Ukraine's people (especially if they do not fear and worship him, and do not agree to work as slave labor), he wants Ukraine's land and natural resources.
Yeah, but even if his ultimate aim is to depopulate and repopulate, as it did with East Prussia (what the Russians call Kaliningrad), then you still have to question his strategy of destroying so much of what would make Ukraine valuable to these new Russian colonists. If I was Ukraine, right about now, I would be sending over drones into urban Russia areas and be dropping leaflets explaining that Ukraine is not at war with the Russian people but with Putin and his army. Due to the shared heritage, I could see winning over the hearts and minds as working well in this war.

I think most Russians know that by now. The younger generations have had some access to the internet, and the older generations most likely hear some things from the younger generations. Russians have also been through this drill many times before (they are actually pretty good at losing wars that they get themselves into, unless it is a much smaller military), although it's been a while since Russia stepped into a quagmire that lasted this long. They know why Putin started this war. The humane way that Ukraine's troops treated the people of Kursk has also probably gotten back (through the grapevine) to the average Russian, at least in large cities in their western part of the country.
