The “sovereign wealth fund” of Norway, just like the Saudi’s, exists because the government owns the oil companies. The two governments are obviously very different from one another, but in both cases we are taking about a nationalized industry that brings in those trillions.
Their oil company used to be known as Statoil (literally state oil) before merging with another company, with the joint company being owned by the Norwegian government... And no, they aren't a Communist dictatorship as the states you listed. They are a Democratic Socialist country, as I stated. Who knew all you needed to become a Democratic Socialist was Trump to tell you to be one.

No. They literally do. It’s a nationalized oil company and the Norwegian govt retains the profits. Apparently they also have mining (Store Norske Spitsbergen Kulkompani) 99.99% owned by the govt and their telecom (Telenor) is majority owned by the govt. There are smaller industries with govt run stakes as well manufacturing and research. They actually have more nationalized than I realized. None of this would fly here. I don’t think just a couple of nationalized industries makes them commie so long as individuals have freedoms and property rights, but I’m quite sure if anybody on the left proposed any of that you’d be quick to call that communist (for recent history, look to the affordable care act which actually was just “regulations” with nothing being nationalized).
