I suspect that many people in that situation would substantially disagree with you and find that notion highly insulting. The difference: I am not trying to diminish the role of either parents or step-parents. You are. In the end, your point on this thread appears to be that she has no children because she didn't raise them from when they were born. That is very insulting to step-parents. I will stick with the notion that she has children, a point on which everybody in her family agrees. I already linked Kerstin Emhoff comments. Perhaps you would believe Ella, their daughter, when she tells you that she has three parents: You can continue to diminish the role that she and other step-parents played.
