It's also much easier to conceal illegal drugs in legal cargoes. I recall a seizure involving a couple of boxes of cocaine that were packed in a truck with hundreds of boxes of canned chili. That's a good way of putting it. What I meant was overall it's a loss for both in that neither side is going to budge on how they were going to vote.
