Never call the cops unless you are cool with the subject of your call being dead soon. I literally caught a sprinting pit bull on the street one day in Vermont while I was in grad school. I am no fan of a fired up pit bull, but I sweet talked him, pursued him for a few minutes, and he finally came to me and chilled out. A couple of minutes later a lady came running up holding a leash attached to a broken collar. I can only imagine what the Super Troopers would have done.
What we watched was an inhumane act by a cop frustrated he couldn't snare a dog that did everything but jump in his lap. Fire him, charge him.
