I get it conceptionally, but allegedly the university doesn’t control NIL. So how can the university ban it for first year players. Also if a business wants to pay nil to a freshman how can the university stop it without creating the same issues the NCAA has had in trying to regulate these things.

Reality is that Boise State isn’t competing for the kids who are getting nil out of high school. So this is a way to appear virtuous without actually changing anything. Basically a marketing tool to try to turn a weakness into something positive.
