Errors happen and they themselves are not crimes. I never read a set of blueprint that didn't have errors, are we to call that a crime too? I'll be there are many other examples of errors that you are trying to call a crime.
I really don't know how you don't understand the difference between an error (by definition, accidental) and a purposeful act. It really isn't hard.

So, if you prove that error is purposeful it's a crime in an of itself? Was the state of New York defrauded? Was the city of New York defrauded out of money/revenue? If there is NO UNDERLYING DEFRAUD there is no crime. It's just a clerical error. IOW, incorrect paper work in and of itself, without an underlying crime, IS NOT A CRIME... just a clerical error.
One can't prove that an "error" is purposeful. An error is, by definition, not purposeful (the definition of the term is a "mistake"). If somebody creates false documents on purpose, it is, again, by definition, not an error and is a crime. See the crime that I linked for you earlier.

Lol.. clerical errors are often repeated from the first one on. once the bank took that paperwork, and okayed it, they took responsibility for that error or those errors.
