#7 is the last seed that's realistically expected to win the first-round game. Beyond that the odds look tough.
Selection Committee stated they looked at away record in selection and seeding. Some teams left out due to away record and seeding lower for teams with lesser away wins as well. Seeding already accomplished prior to end of season tournaments for most parts. 4 or 5 teams were left out due to conference tournament upsets. Indiana State was one due to losing their tourney and having to select lesser team.
