Absolutely in context it was about the car industry. That being said, he knows what his supporters are capable of and he knows how perilous a time this is for the country. It's irresponsible for him to use terms like bloodbath if he actually cared about toning down the tensions in this country. I don't believe it's innocent or accidental - it's making his point while maintaining plausible deniabilty.

In other words, he ran the 2016 election making the same threats, and his actions worsened the situation. It’s basically how he rolls.
