Someone in China is in big trouble. There was an on-line data dump of files from a company named I-Soon that does spying for the Chinese government, and included in those files were details on hacking activities and tools to spy on both Chinese citizens and foreigners. Xin-Jiang and Hong Kong were heavily targeted for spying due to protests against the gov't in those places. I-Soon has also been hacking servers all over Asia, including Taiwan. I-Soon also has tools that remove unfriendly social media posts about the Chinese gov't and flood the social media site with pro-Beijing propaganda. They are able to unmask Twitter users within China, and they have devices that are disguised as power strips and batteries that can compromise wi-fi networks. At some point, someone should also be looking into this guy's superior officer. Why did he put this man in charge of secrets? Why was he not monitoring him more closely? Did he have any indications that the guy had a screw loose? When someone starts a job like this, they should be approached by one of our intel people first, to tempt them with some reward and see if they jump on it like a chihuahua on a pork chop. If Disney World can test people by leaving a wallet in their work area with cash in it, then the government can do the same. Periodically repeat the test with different rewards, and see if they remain trustworthy. And the supervisor needs to periodically check in on what the worker is doing on the computer, what web sites he is visiting, etc.

Unless it is different in the army, it isn't the superior officer's job to vet the guy and do the background check/follow-up or issue the security clearance. He can look into issues if they come up on the job but the DIS or whatever agency issued the clearance has some responsibility here.
