Keep in mind that that when Eisenhower was president the top marginal tax rate was 90% and that the effective tax rate (what taxpayers actually paid) was 43% for the top one percent of taxpayers, it's far lower today. While you're blaming Biden the exploding deficit which by the way is now declining as a percentage of GDP occurred in FY 2020 and FY 2021 during which Trump was president for most of the period and which was attributable to the pandemic as well as Trump's budget busting tax cut bill. As far as Wilson is concerned my guess is that his previous high rating was based on his accomplishments and laudable but failed attempt to establish an international order. Yeah, as noted in the OP, this appears to be a group of analysts rather than a poll of citizens, which would obviously go much differently. Personally, even with polls, I'd take them with a grain of salt within 5 or 10 years of a presidency due to recency bias in both directions.
