    I don't think there is anyone out there unaware that big cities have rat problems. Also, no need to post threads about mass transit or air quality there, everyone knows.

    going to give you the benefit of the doubt that “them” refers to homeless person. Yes, “they” refers to humanity in general helping the homeless and not relying upon government to solve every problem.

    On the subject of rats …. have y’all seen a rat swim? I never really thought about it then I saw one swim a decent sized brackish creek one day while cycling. Dang thang was pretty good in the water! I was hoping a big snook would smash it but that didn’t happen.

    Don't know but I read it as "They" meaning the city government / services and "Them" as the rats. I don't know which pronoun the rats would prefer.
