Well they aren’t the most attractive and appealing appendage in the world and it may be that young girls saw those and it has caused a spike in lesbianism. Somewhat off topic I just recalled having an argument with another employee on the company mainframe email 30 years ago about whether testacles were considered an appendage. My stand was they were.
They're tacky, but I'm not sure that an outright ban is needed or permissible. Perhaps an Insecurity Tax could support funding towards testicle tanning services.

I bought a used single axle dump truck from DesChamps trucking. My uncle was into land development and a couple buddies hauled dirt for him so I decided to get into the business. DesChamps business motto is/was “Let us fill your hole”. When I picked up the truck their business name was removed but the motto was still on the tailgate. Speaking of insecurity, years ago I had a guy who was on felony probation. Everyone in Florida on felony probation is subject to random urine screens per Florida statutes. My guy thought he would avoid the trouble of abstaining from drug use by utilizing a Whizzinator, a prosthetic penis that allowed fluid from a reservoir to exit the "business end" by opening a squeeze clamp. The website even offered powdered urine you reconstituted with water in case you didn't know anyone you could get a clean sample from. Back then the device was available in a myriad of skin tones and sizes, and my guy apparently opted to purchase the Caucasion XL version. The probation officer, who had been administering urine tests to my client for over a year, noticed a sudden and dramatic increase in the size of his "unit." When confronted, my guy gave up the device and admitted what he had attempted to do. I was able to keep him out of prison, but EVERY time we were in court, the judge made it a point to revisit the specific allegations in court. I almost think my client would have opted for jail just to avoid the repeated humiliations.
