I guess he can claim that he's a victim of "the Deep State" and the corrupt FBI. A certain politician routinely makes that accusation. On a more serious note it scares that hell out of me that he was able to get away with it for decades not unlike Ana Montes although I guess there is a difference between promoting the interests of a potential adversary and actually committing espionage on behalf of that government.
He may very well have committed espionage; just not enough to charge him since there is no evidence (yet) of his taking money.
