Because FBI Director Comey said she had "no intent," despite the fact that the law she broke says nothing about intent. That said, Comey made up for his willful ignorance of the law by reopening her case just days before the election. So he did his part (for some reason) to put Trump in the White House.
It's because she cooperated with authorities. Someone should have told Trump that all he had to do was say "yes sir and no sir" and do exactly what the police say, and he wouldn't have any problems.

Bleaching hard drives is considered cooperating?? There is formatting hard drives which is what most people do when you just want to start fresh. Most people think when this happens, whatever you had is gone for ever. That’s not true. If you just did a format, a lot of that data can be recovered. Bleaching it is because you want to make sure whatever data you had on their cannot be found. It’s writing basic data on the HD over and over again to gurantee whatever data you had before cannot be recovered. If that’s the standard for cooperating, Trump should be golden.
All she was required to do under the law was self-sort her personal/political and business emails and turn in the business emails, and there was no time frame in the law in which she had to do that ... so no laws were broken. The Republicans in congress had no right to see her personal/political emails or have her hard drives.
Yes, it has to be said every time this topic comes up that State Department policy allowed employees to choose what was personal and what was not and discard emails deemed irrelevant at their own discretion.
Actually, she was required to not have any work emails (highly classified info) on her personal computer stored in one of her homes. Trumps legal team will at least attempt to make presidential privilege case though he likely shot himself in the foot with his dumb mouth. Hillary had no defense. She should never of had that stored on a personal server which we know some of that made it out to other who also did not have authorization to that information. Then while be investigated, the server was bleached. So tell me where at anytime she was within legal bounds and cooperated. This is my problem with politicos, whatever your side is, your people are golden even though they are covered in shit.
The prosecutors at the time looked at the server issue and dismissed it. You may not like that or agree but it is the case. She had her reasons and didn't get in trouble for it.
Yeah ...she screwed up by retaining some classified info outside of normal areas ... so did Pense, Rice, Powell, Biden ... you know why none of them were charged, or will be charged? Because they cooperated, handed it over, and stopped attempting to retain it when it was discovered. Therefore, they probably don't meet the "Knowingly and with intent" parts of the law ... or at least makes that harder to prove ... Like I said, if Trump had just said "yes sir, no sir" to authorities, handed it over immediately, with his full and total cooperation, he'd have no problem. He handed Jack Smith this case on silver platter by making his knowledge and intent to retain the docs 100% clear.

And this is what I was referring to by memory FWIW: Subsection (f) of the pertinent statute (the Espionage Act, codified at Section 793 of Title 18, U.S. Code) makes it a felony to mishandle classified information “through gross negligence” — i.e., proving Clinton was sloppy or careless (or “extremely careless,” to use Comey’s own description) could have been sufficient….. It is irrelevant whether Clinton’s purpose was to transmit or store classified information on the private, non-secure server; prosecutors are not required to prove motive. The question is whether she knew classified information would end up on the server, and her set-up made that inevitable. That is, Clinton could have been prosecuted either for willfully mishandling classified information or for doing so through gross negligence. The last time I ditched a computer I used a program to wipe the hard drive. In simple terms it overwrote the drive with random code multiple times making recovery impossible. Although it's been several years if I recall it was called the DOD wipe tool since it was supposedly used to wipe the hard drives of secure government computers. Using your standard I must have been trying to coverup illegal activity. Whether one uses the term "wipe" or "bleach" rather than being evidence of trying to cover up illicit activity the practice of wiping a hard drive before disposing of a computer is nothing more than prudently protecting one's confidential data. It would be risky not to do so.
