I don’t recall that by its name but do recall some type of group party. I attended most classes in the basement of that old building. I think architecture was on the upper floors and I think there was a new, modem building for those prima Dona arch students. I think there was an auditorium in there. It’s kind of blurry to me.
I only referenced those agencies to cite they are State agencies and the school is not exempt for their permitting jurisdiction. Regarding treating reviewers poorly, that's never a good idea (as much as they migth deserve it) as they will remember it on future projects. Some reviewers are absolute dicks. RE: UAA being a State agency, they may have that connectivity to UF (state agency) similar to a local school board having the connectivity to the State system. Only speculation on my part. As far as getting permits for the other aspects, the school board that I dealt with wanted to play nice, but held the trump card when it suited them. However, for water and sewer connections, they had to get permits to get the connections and FDEP is State. Drainage is the WMD and a State agency, permit required. I had a school project a few years ago where the County was requiring a paved turn out for a maintenance access that might be used once a year. They wouldn't back down from it until a school official called the Director of Planning. No paved turn out (pound sand).
In my career, I had to submit for many building permits. One head building official was simply fabulous; he worked with people he trusted and would go out of his way to expedite a review and approval if it was needed. He did this despite having an unending line outside his office all day/every day. He was very non-buerocratic
Whoops… he was not too bureaucratic at all. Of course, they ran him out on a false charge. His replacement was a paper pusher who literally would not approve a permit until he had the plans in his possession forever. Not for him because he was a jerk, but for other building or civil plan reviewers, I found out if I tried to get a quick approval on something, I’d go down to their office the day before a holiday; I almost always walked out with my permit - they were in a good mood! For you construction folks, you now possess my secret.
Chances are, UF/UAA + UF Health have a reasonable understanding of the various issues involved in major construction projects. Stop by campus some day and count the number of projects under way. The bkb renovation will be relatively minor in scope. However, expect a number of announcements during the project to impress the teenagers being recruited to spend hours every day in the building. While the construction will be during the off season, there will have to be arrangements for player workouts that generally are daily.
