He was talking about the inevitability of Russia losing. Two new members of NATO without Ukraine. Ukraine likely to be added. Russias economy is starting to collapse it took longer than expected but it’s hard to fault Biden here at all.
Russia is 18 months into what they thought would be a 2 week war, just negotiated out of a possible coup, has lost dozens of generals and their Army has been decimated. Is that the OPs definition of winning?

It’s a false narrative. Russia would not have deployed 180,000 troops to the border to train for a year if they thought they were going to be welcomed by the Ukrainians. I believe you’re getting the Russians mixed up with our own military experts who almost all predicted the war would be over in two weeks.
If this ends with Putin losing power, Belarus may well join NATO too. Luka only exists because of Putin. Once that support is gone, he can no longer pay for the security apparatus that keeps him in power. He's wildly unpopular in Belarus and the people look west whenever they think they're not bring watched. This war may end up on the Mount Rushmore of geopolitical blunders.

They aren’t quite right about the two weeks they’re referencing: two weeks was the Russian projection for cutting off Kyiv with the two armored spearheads descending from Belarus. Two months was the Russian projection for reaching the borders with Poland and Romania before posturing to “liberate” Moldova. How do we know? Signal intelligence for one. Human intelligence for another. You have to understand how many Russian officers were captured during the disastrous attempt to take Antonov Airport at the opening of the war (an operation, by the way, that one wouldn’t have initiated without reasonable assurances of link-up with ground forces within days; so that’s a clue in and of itself). When their tales matched the hazardous talk intercepted by radio and cellphones, well, we knew. I don’t agree with the President that Putin has “lost” the war. But it’s certainly not the war he thought he signed up for. And it I has been a disaster for Russia in many ways.
I'd say no. 100k troops is barely a show of force to walk in and take Kyiv, needless to say, fight for Kyiv, and def not enough to fight for Ukraine.
Interested to know if the intelligence sources indicated Russia believed they would be “welcomed.” That’s the false narrative. I can’t really fault them for predicting complete occupation within two months when most American military experts were predicting the same. If you watch Putin’s address to the Russian people on the day of invasion and read the translation, you can tell the serious nature of his words and nothing is mentioned about Ukraine “welcoming” them. But most people here don’t follow it closely enough to understand whether they are repeating fact or repeating propaganda or repeating misinformation.
Kyiv in 2022 was not Prague in 1968. Pootie pie didn't get that or didn't want to get that. They were just going to roll in and install a puppet in short order and extend their empire to the borders of Poland and Romania in the process.
