Dude definitely was using company resources for Twitter, which, given that Twitter is not owned by Tesla, is not okay. The shareholders of Tesla were paying for employees to go work for Twitter.

In this way he is like Trump. He just assumes he can do what he wants and it never seems to occur to him that maybe you shouldn’t do something. He has done stuff like this before. He says out loud that maybe he will take Tesla private, not even thinking this was likely intentional market manipulation. He had to settle a resulting law suit and give up his chairman position. The whole Twitter fiasco, he says he wants to buy it, then tries to back out, and ends up being forced to buy it at an absurdly high price. He does dumb shit like this all the time. It is completely in character.
