Yes. If Congress tried to give the judiciary's powers to the Executive, it would violate separation of powers. But it is not unconstitutional for Congress to delegate authority to the Executive to implement Congress's policy. Congress can delegate extraordinarily broad authority to the Executive. The one thing it can't do is delegate the making of laws. Only Congress can do that. Well, we have the ability to vote out that Congress and that President. If they were to pass laws that stripped away our right to vote and ended elections, that would obviously violate our rights. Of course, at that point, we'd be in a full-blown constitutional crisis.
From what I understand, the source of Putin's (and Xi's) autocratic powers are more de facto than spelled out in law. In that, they don't officially have the power to do whatever they want; but the reality is if you vote the wrong way, you'll be disappeared. It's hard to compare those systems to ours.
Also worth pointing out that Congress's delegations of authority are not just to the president. There are dozens of independent agencies that exist outside the control of the president and wield pretty incredible power, e.g., the Fed.

This is a lie. The executive is to be checked by the legislature and the SCOTUS. Legislature already checked the executive and said no go. Now SCOTUS has checked executive, no go. There is nothing in the Constitution that says we wait until the next election. The Congress and the SCOTUS are there specifically for this purpose. It is quite alarming that you are wanting to vest power in one person, versus 545 persons. That's the beauty of the U.S. Constitution. If a law is not good enough to pass all three branches of government, it doesn't get implemented. Basic democracy. That's laughable. 5 trillion to covid alone? Not to mention Trump ignoring the oncoming Covid pandemic for like 5 months before lifting a finger to address it, ensuring maximal damage. Those were the critical months that could have saved hundreds of thousands of lives. It was the end of Jan of 2020 when it started cropping up. It was Feb 21 of 2020 that the travel ban from areas affected was put into place. Hardly doing nothing and not even close to 5 months. You also seem to ignore more died under Biden with the vaccine created under Trump than died while “Trump was doing nothing” and had no vaccine. Ignoring the covid pandemic on the debt is as bad as ignoring the spike in UE and drop in GDP due to the pandemic and then praising Biden for the rebound. Talk about looking for honesty….
