    Speaking at a news conference just before noon, Homeland Security Secretary Alejandro Mayorkas said the migrants who will be affected by the policy [of release without tracking] represent “a fraction of the people that we encounter.” "In fact, the vast majority will be addressed in our border patrol facilities and our ICE detention facilities," Mayorkas added.
    Note the qualifying adjective.
    Biden admin to allow for the release of some migrants into the U.S. with no way to track them

    All that does is confirm it for me that he’s contradicting himself. What you are describing is “oh yeah, we are releasing a few people” is contradictory to him saying “tougher consequences for those who cross the border illegally”.
