And how do we know that the government officials investigating the Havana Syndrome don't themselves have the Havana Syndrome and therefore provided an unsound conclusion?

Actually poisoning the perceived enemies of Vladimir Putin is one of the few things that the Russians actually do well although Putin's boys are also rather good at arranging for people to fall from apartment buildings or in one case planting a bomb on a plane (see the demise of the late Yevgeny Prigozhin for that example).
