I would imagine that scenario only exists with India Pakistan, to a lessor extent NK (we’d probably annihilate them at tell the world to go themselves between us and them, and even less so a terrorist attack.
As long as China understands that there is no scenario where Russia would be allowed to nuke us without China getting a presumption of collaboration in the matter, China should be our very, very bestest buddy in deterring Moscow from such a course of action.

Perhaps all the "Russia must use Nukes" blather is about normalizing the idea so when the false flag "tactical nuke" is pulled they think it can be blamed on Russia and they can get American moms and dads lathered up to send their sons and daughters to die in Ukraine.
