While I don't think Putin intended to annex Ukraine in its entirety I am absolutely certain that his goal was to have Russian troops march into Kyiv and replace Zelenskyy with a Russian puppet a Ukrainian equivalent of Aleksandr Lukashenko Putin's puppet in Belarus and it's very likely that he would have formally incorporated the "Republics" of Donetsk and Luhansk into Russia along with Crimea.

Putin just picked the wrong one this time which is why his troops are being annihilated and his army, navy and air force are largely viewed as being inept.
