Let me clarify. If the O-lineman are in the set position and then the D-lineman get set, then why are the D-lineman allowed to shift as if they were reacting to the snap of the ball?

Yes, and UGA loves to get away with it... bush league.

Because there is no such rule as a false start on the defense. Except for crossing the line of scrimmage before the ball is snapped. Encroachment and offsides. I'm not sure of the difference but I think there is one.

As I said, that motion should be looked into as a rules change.

The next time UGA does it to us might be from the 1 yard-line on a 4th down for the win. If they did it and caused us to false start, in that situation, I'm sure you might have a change of heart about that non-rule.

Agree, and I think there is a rule that if the defense causes the Oline to jump then it is on the defense. But unless the DL comes across the line, then they usually don't call it (except a false start on the OL). I agree that if the DL is rocking forward to pretend like he's coming and that causes the OL to jump, then it should be a penalty on the D. But if the DL is just changing position side to side then that is fine.

The defensive line shift does this now, and it seems to be perfectly within the rules too. Why cross the line when you can get the same result by staying on your side of the ball?

Muschamp did that when he was here. What’s the issue? The offense is allowed to motion, resulting in the defense needing to adjust.
