That would be disastrously terrible, and what would almost certainly happen is the politicians would invent some accounting workarounds to try and avoid being limited by it.

Getting back to the subject of this thread, it's time to do away with debt ceiling which authorizes additional debt for existing appropriations. The periodic negotiations over increasing the debt ceiling area nothing more than political theater. To the extent there have been negotiations regarding spending they have already taken place when appropriations were being negotiated.
