    Because when we take transfers from other schools, we will be stuck with having to pay the balances of tuition for those players if the policy becomes nationwide. So say we have someone coming from Stanford whose tuition is 25,000 per semester, but we lose someone whose tuition in state is 4,000 per semester, we have a net loss of 21,000 for gaining and losing a player.
