We have no guest worker program. Could have had one had the Gang of 8 Plan been initiated in 2013. Had that passed, instead of having to sneak in, all these immigrants would have a legal way of coming in. And the border would be more secure than it is today. We are also capturing more immigrants today than ever. More captures, more coming in but not being captured, means more of coming in. Percentage wise, we're capturing the same amount as before. But if more are coming, what can we do? I know, maybe enact a guestworker program and allow them in legally.
